Rule 31
Formation of Cabinet Committee

(1) Among the proposals submitted to the Council of Ministers, there will be the following Cabinet Committees for the purpose of taking decisions on behalf of the Council of Ministers, giving advice and suggestions on the performance of the Council of Ministers, and assisting the Council of Ministers.
(a) Political Committee
(b) Administration Committee
(c) Social Committee
(d) Economic and Infrastructure Committee (e) Bill Committee
(2) Ministers as designated by the Council of Ministers shall be members of the Cabinet Committee under Sub-rule (1).
(3) The Minister appointed by the Prime Minister or the Council of Ministers shall be the coordinator of the Council of Ministers Committee (4) Even if the minister concerned with the matter to be discussed in the meeting of the Cabinet Committee is not a member of such committee, he shall automatically be deemed to be a member of such committee for the purpose of that matter.
(5) Ministers, Ministers of State or Assistant Ministers who are not members of the committee, experts in related subjects, secretaries of related ministries or other related officials may be invited to the meeting of the Council of Ministers Committee.
(6) If the Prime Minister is present at the meeting of the Council of Ministers Committee, the meeting will be chaired by him and in other cases by the Coordinating Minister of the Committee. In the absence of the committee's coordinator minister, the meeting will be chaired by the senior minister among the ministers present at the meeting.
(7) Among the secretaries of the office of the Prime Minister and the Council of Ministers, the secretary appointed by the Chief Secretary shall attend the meeting of the Council of Ministers Committee and prepare and certify the record of the decision. But the Secretary of the Political Committee will be the Secretary of the Council of Ministers.
(8) The scope of work of the committees under sub-rule (1) shall be as mentioned in Schedule-3.
(9) The authority of the Cabinet Committee shall be as prescribed by the Cabinet.
(10) According to this regulation, the decision taken by the committee of the cabinet shall be considered as the decision taken by the council of ministers on matters decided by the council of ministers to be decided by the committee of the council of ministers.
(11) Junus in this ruleAlthough it has been written, this rule shall not be considered as a hindrance to the formation of a separate Cabinet Special Committee by the Council of Ministers to designate a specific area of ​​work for a specific purpose.
(12) In the case that a special committee of the Council of Ministers is formed in accordance with sub-rule (11), the terms of reference of such committee shall be as specified by the Council of Ministers at the time of its formation.
